The French National Research Agency

The French National Research Agency (ANR) is a public administrative institution under the authority of the French Ministry of Higher Education and Research. It funds research projects carried out by public operators working together or in collaboration with private companies.

The missions of the ANR, defined in the decree of August 1, 2006 and amended on March 24, 2014, are to:

  • Fund and promote basic and targeted research, technological innovation, technology transfer, and public-private partnerships.
  • Implement the Work Programme approved by the Minister of Research, following consultation with the supervisory ministries of France's research bodies and public higher education institutions.
  • Manage major government investment programmes in higher education and research and oversee their implementation.
  • Strengthen scientific cooperation in Europe and internationally by aligning its Work Programme with European and international initiatives.
  • Analyse developments in the research landscape and assess the impact of the funding it allocates on scientific output in France.
